English translation
3084. It was narrated that Aš-Ša'b bin Jaṭṭhāmah said: "The Prophet ﷺ protected An-Naqī and said: 'There is no protection (of land) except for Allāh, the Mighty and Sublime.'" (Ṣaḥīḥ)

3084 - حَدَّثَنَا سَعِيدُ بْنُ مَنْصُورٍ، حَدَّثَنَا عَبْدُ الْعَزِيزِ بْنُ مُحَمَّدٍ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ الْحَارِثِ، عَنِ ابْنِ شِهَابٍ، عَنْ عُبَيْدِ اللَّهِ بْنِ عَبْدِ اللَّهِ، عَنْ عَبْدِ اللَّهِ بْنِ عَبَّاسٍ، عَنِ الصَّعْبِ بْنِ جَثَّامَةَ، أَنَّ النَّبِيَّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ حَمَى النَّقِيعَ، وَقَالَ: «لَا حِمَى إِلَّا لِلَّهِ عَزَّ وَجَلَّ»

Commentary
It was a place used for keeping the camels donated as Zakāt. A Muslim ruler has the authority to particularize a certain pasture or piece of land for a particular purpose. The general public is not given any such authority.
