Commentary
Performing Hajj and Umrah on behalf of parents is allowed whether they are alive, but do not have the ability of performing them, or deceased.
Parents do many favors for their children, hence one should do the acts that benefit them, or at least shun the deeds that are considered as being ingratitude to them.
