3931. It was narrated that Abu Sa'eed said: "The Messenger of Allāh ﷺ said, during the Farewell Pilgrimage: 'Is not the most sacred of your days this day, is not the most sacred of your months this month, is not the most sacred of your lands this land? Your blood and your wealth are as sacred to you as this day of yours in this month of yours in this land of yours. Have I not conveyed (the message)?' They said: 'Yes.' He said: 'O Allāh, bear witness.'" (Sahih)

Commentary
The Prophet ﷺ, declared the same matter at Arafât on the 9th Dhul-Hijjah and at Mina near the Jamarât on the 10th Dhul-Hijjah.
The word "this city" in the Prophet's statement means Makkah which is the most sacred city.
'Your blood and your wealth are sacred' means killing any Muslim, injuring him, taking his money forcefully, or taking his property by deceiving him; all of which are great major sins.
