Commentary

Some major sins are taken lightly by many people, for example; using foul language, telling lies during fun, hanging the lower garment below the ankles and the like. The Prophet ﷺ said: "Have your lower garment halfway down your shin; if you cannot do it, have it up to the ankles. Beware of trailing the lower garment, for it is conceit." (Sunan Abu Dāwūd: 4084) Any sin that becomes common among a society is no longer considered a sin by common people, even if it is a major one. So scholars should prevent people from such sin and teach them the rulings of Islam regarding that sin.
