Commentary
Pronouncing Allāhu Akbar at the time of rising at the end of the second prostration is sufficient, although during the Jalsah Al-Istirāḥah it may occur. There is no need for a new or separate Takbīr, because the sitting of rest happens to be very light, and its objective is to facilitate convenience in the act of rising. However, while rising at the end of the second cycle after the testimony (Tashahhud), a new or separate Takbīr shall have to be pronounced, because it is a separate pillar (Rukn) of prayer.
