Commentary
The observation of 'Alī is actually right. But it is also essential to acknowledge the administrative rulings of a government in a permissible matter, so that chaos does not ensue. Performing Hajj and Umrah simultaneously, or Qirân is permissible according to the Divine law, but it is not essential or compulsory. However, in mandatory and forbidden matters, a government's rulings contradicting the commands of the Shariah shall not be accepted. But this ruling did not fall in this category.
