Commentary

The Fajr and Zuhr prayers generally occur after sleep. It might take time to wake up. After awakening, requisite chores like relieving oneself, taking a bath, use of Siwak, etc., demand time. Therefore, the first unit of prayer should be prolonged so that a greater number of worshippers can join the congregation.
