English translation

3844. 'Uqbah bin 'Āmir narrated that the Messenger of Allāh ﷺ said: "The people submitted while 'Amr bin Al-'Āṣ believed." (Hasan) [Abū 'Eisā said:] This Ḥadīth is Gharīb, we do not know of it except as a narration of Ibn Lahī'ah, from Mishrah bin Hā'an, and its chain is not strong.

٣٨٤٤ - حَدَّثَنَا ‌قُتَيْبَةُ، قَالَ: حَدَّثَنَا ‌ابْنُ لَهِيعَةَ ، عَنْ ‌مِشْرَحِ بْنِ هَاعَانَ، عَنْ ‌عُقْبَةَ بْنِ عَامِرٍ قَالَ: قَالَ رَسُولُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: «أَسْلَمَ النَّاسُ وَآمَنَ» عَمْرُو بْنُ الْعَاصِ. هَذَا حَدِيثٌ غَرِيبٌ، لَا نَعْرِفُهُ إِلَّا مِنْ حَدِيثِ ابْنِ لَهِيعَةَ، عَنْ مِشْرَحٍ، وَلَيْسَ إِسْنَادُهُ بِالْقَوِيِّ.

Commentary

It means those people who embraced Islam at the occasion of conquest of Makkah and Amr bin Al-'Āṣ had embraced Islam before the conquest of Makkah.
